1. Who can apply for a taxi driving licence

To apply for a Finnish taxi driving licence (taksinkuljettajan ajolupa), you generally need:

2. The taxi driver exam, explained

The taxi driver exam (taksinkuljettajan koe) is a written test of 50 multiple-choice questions with a maximum time of 45 minutes. Each question has exactly one fully correct answer.

Since November 2025, the exam is run as a centralised group exam at Ajovarma offices across roughly 12 locations in Finland (including Tampere, Turku, Oulu, Kuopio, Jyväskylä, Lahti, Vaasa, Lappeenranta, Seinäjoki, Rovaniemi, Järvenpää and Lohja).

The questions cover areas such as passenger safety, passengers with special needs, customer service, and traffic safety. Note: the exact pass threshold is not published in detail by Traficom; reported pass rates have hovered around 60%, so treat every question as one you need to get right rather than relying on a margin.

3. How to apply, step by step

  1. Check you meet the requirements — B licence for 1+ year and a valid Group 2 medical certificate.
  2. Prepare for and pass the exam — study the material, then book and sit the test at an Ajovarma office.
  3. Submit your application at an Ajovarma service point, with your medical certificate and exam result.
  4. Wait for processing — this typically takes about three weeks.
  5. Receive your licence — once granted, you can legally drive a taxi in Finland.

4. Cost, validity and renewal

The total cost is approximately €170 (exam and licence processing), and the licence is valid for five years at a time before renewal. Fees change, so confirm current amounts on Traficom's official pages before you budget.
